Ms. Mowatt was born in Baltimore, Maryland. She earned a B.A. from Michigan State University in 1978 and she graduated from Georgia State University, College of Law in 2000. Ms. Mowatt is licensed to practice law in Georgia. She is admitted to all Georgia state courts, and the U.S. District Court for the Northern District of Georgia. She was the Law Clerk to Hon. Sidney L. Nation and Hon. David B. Irwin Rockdale Superior Court (2001-2003).
